Minor League change-up in the JLB

With the current landscape of MLB and the number of players that get called-up and sent back down — whether for lack-of-production or just roster issues in MLB — it is too much to ignore any more in our system.

So, starting Thursday morning, the 10 green minor league spots will be opened up (note the system is set up now, but you cannot do anything involving minor leaguers until Thursday morning).

To keep this as clear and simple as possible, the new rule is: In-season (defined as after the March draft until the season ends for your team, be it regular season or playoffs) you can move any minor league players to one of your 10 minor league spots.

Everything else, rule-wise, will remain the same, but before I restate the rules that remain the same, let me update everyone on the verbiage here:

To make this happen, every single minor leaguer, regardless of experience, is going to have the "M" on their name because that means they're eligible to put in your minor league slots.

So, with that in mind: What was GREEN "M" is just going to be referred to as a "minor league prospect," a player with ZERO games of MLB experience.

And what was just a GREEN FLAG player is just going to be referred to as a "minor leaguer."

So, here are the current basic rules we have had and they will remain the same for minor league prospects, just the terminology changes:

1) Minor league prospects, players with ZERO experience, can only appear on roster in green until call-up.

2) All minor league prospects in free agent pool must be placed in green when picked up, even if they are getting called-up in MLB. They have to occupy an open green spot before moving to active roster. 

3) Deadline to freely pick up minor league prospects is the JLB Trade Deadline. Then they can only be picked up if there is official news of call-up, and again, they must occupy a green spot before moving to active roster.

4) The January winter meetings green draft is only for minor league prospects.

5) Trading minor league prospects remains the same, you cannot fill a void via free agency upon trading a minor league prospect (See rulebook if that isn't clear) 


Now, for the minor leaguers, players with experience:

1) Roster cleanup in the fall will include moving any minor leaguers to active roster or dropping them.

6) Keepers in green can ONLY be minor league prospects; the minor leaguers must be among active roster keepers and can be moved to green in/after the draft if they still qualify.

7) VERY IMPORTANT NOTE: In order to trade a minor leaguer, they must be placed on active roster before the trade is proposed/accepted (meaning if you are proposing to send a minor leaguer, they have to be on active in event other owner ACCEPTS/and if you're the "accepting" team sending away a minor leaguer, you must move them to active before accepting. AKA, talk deals through before doing them.)


HOW WE WILL IMPLEMENT FOR 2023

The green supplemental draft (only minor league prospects can be drafted) will take place as planned, and as also scheduled, every player in the free agent pool is going to be waived on Wednesday night. Everyone in the JLB will have the option, if they so choose, to use the waiver system to acquire new greens (prospects or minor leaguers) for their system.

Timeline for everything:

Late Tuesday night: Green Supplemental Draft (GSD) finalized.

Wednesday, 8 a.m.: GSD starts on Slack.

Wednesday evening (or right after the GSD is complete): Commish will manually waive all free agents. Once waiver process happens, if you have a minor leaguer who now qualifies for green, you may move them to green at this time.

Thursday, 9 a.m.: Commish will process waivers, any player not claimed will immediately become free agents at 9:00:01 a.m.
